Peter E. Boyle is a senior technology executive with more than 30 years of experience leading large-scale cloud, data, and engineering organizations within highly regulated financial market environments. Most recently Vice President of Technology Engineering at FINRA, he was accountable for enterprise platforms supporting U.S. capital markets oversight.

Peter drove FINRA’s enterprise cloud transformation beginning in 2013, building and scaling AWS-based data and analytics platforms processing approximately 900 billion records per day and managing more than 1,000 petabytes of data. He established enterprise architecture governance, financial discipline, and executive oversight frameworks that aligned engineering strategy with CFO-level outcomes.

Under his leadership, FINRA achieved sustained 20%+ year-over-year cloud unit cost reductions while expanding analytics, AI capabilities, resiliency, and regulatory effectiveness. He led strategic hyperscaler negotiations, institutionalized Cloud Economics practices, and regularly briefed internal and external leadership and Board committees on cloud strategy and modernization risk.

A long-standing member of the AWS Customer Advisory Board, Peter has influenced enterprise service roadmaps and pricing models while guiding early adoption of advanced analytics and GenAI within regulated environments.

Today, Peter advises organizations and investors on cloud modernization, hyperscaler economics, operating model transformation, and enterprise platform strategy.
